Suicide attack in Quetta kills 28 News Daily News


QUETTA: A suicide attack on an Al-Quds day procession of the Imamia Student Organisation (ISO) at Meezan Chowk in Quetta on Friday killed 28 people and injured over 100 others.
The casualty figure is expected to rise due to the intensity of the explosion as around 2,500 people were present in the rally.
According to Express 24/7 correspondent Muhammad Kazim, it is not yet clear whether it was a suicide attack or a planted bomb. The fire brigade reached the area and are trying to extinguish the fire, while ambulances have moved several injured to Combined Military Hospital, Quetta District Hospital and Civil Hospital.
An Express News cameraman, a Dawn News cameraman and a Geo News cameraman were also injured in the explosion.
There are reports that the participants of the procession are have taken arms and have started randomly firing in protest.
This event came two days after the triple blasts in Lahore at the Yaum-i-Shahadat Ali (RA) procession that killed 37 people and injured hundreds.
This is also the third incident of terrorism today, the first being the blast in Mardan followed by an explosion in Peshawar.
Al-Quds Day is an annual event on the last Friday of Ramadan,expressing solidarity with the Palestinian people and opposing Zionism as well as Israel’s control of Jerusalem.

Flood water submerges Khairpur Nathan Shah, UN complains of 'stalled' aid News Daily News

THATTA: Flood water has submerged Khairpur Nathan Shah town near Sukkur a day after three breaches occurred in the Main Nara Valley drain.
On Thursday, there were warnings that massive flood tides, surging from Shahdad Kot were heading towards Khairpur Nathan Shah and another flood torrent through breaches of MNV Drain was raging fast towards Khanpur and the Indus Highway.
Residents are shifting to safer places but many of them are stuck in the area due to non-avialability of transport. Reports on Thursday indicated that 70 per cent of the city’s population had relocated to safer places.
The Indus Highway and grid station as well as 50 villages near the town have been severely affected.
Flooding and breach in an MNV drain has hit 12 villages while water is only two kilometers away from Johi. Flood water has also swept into 10 villages in Kali Mori area near Johi.
Water levels in Guddu and Sukkur barrages decline
While flood waters continue to inundate more villages across the southern province of Sindh, water levels at the Guddu and Sukkur Barrages are slowly declining.
Water levels at the Guddu Barrage have decreased by 40,000 cusecs and levels at the Sukkur Barrage have come down by 37,000 cusecs in the last 24 hours.
Inflow at the Guddu Barrage has been recorded at 404,000 cusecs and outflow is at 390,000 cusecs.
Over at the Sukkur Barrage, inflow stands at 447,000 cusecs while outflow is just over 400,000 cusecs.
IDPs start returning home in South Punjab
Over in Punjab, relief activities are underway in flood-hit towns and villages in the southern part of the province.
Residents displaced by the floods have started returning to their towns of Dera Ghazi Khan, Rajanpur, Muzaffargarh, Taunsa, Rohailanwali and Mehmoodkot.
Most of the survivors will be celebrating Eid at the relief camps. There are a growing number of complaints over the shortage of food and medicines at the camps. Survivors have also complained of not having received compensation from the government for the reconstruction of their homes that have been damaged or destroyed.
Officials say the declining trend in water levels will continue further.
International almost stalled: UN
Meanwhile, the UN has said that international aid has almost come to a standstill
Although the initially slow pace of aid had improved since a visit by Secretary-General Ban Ki-moon in mid-August, the UN said it had “almost stalled” since the beginning of last week, rising from 274 million dollars to 291 million dollars — about two thirds of aid needs.
“Given the number of those in need, this is a humanitarian operation of unprecedented scale,” Manuel Bessler, head of the UN’s coordination agency OCHA, said in a statement.
“We need to reach at least eight million people, from the Karakoram Mountain Range in the north to the Arabian Sea in the south.”
The Organisation of the Islamic Conference on Thursday appealed to Muslims everywhere to direct their zakat tithes — donations required under Islam — to relief for Pakistan, rather than leave Pakistanis “alone to their fate”.
Growing resentment among victims hampering relief efforts
The international Red Cross (ICRC) said growing resentment among flood victims about the pace of aid delivery was hampering the relief effort.
Jacques de Maio, the head of operations for South Asia for ICRC, said it had to halt two distributions recently due to unrest.

Two people were killed in a suicide blast that occurred in an Ahmadi worship place in Mardan.
MARDAN: Two people were killed in a suicide blast that occurred in an Ahmadi worship place in Mardan, Canal road area during Friday prayers.
Two have also been reported injured in the blast. Canal road is one of the posh areas of Mardan.
This is the second blast in the province today. Earlier on Friday morning an explosion near a police vehicle in Peshawar killed one policeman and injured three.

Explosion in Peshawar: 1 killed, 3 injured Daily News

PESHAWAR: One policeman was killed and two injured in an explosion at Ring road in Peshawar on Friday morning.
The explosion occurred next to a police van. Unconfirmed reports indicate that the blast may have occurred due to an improvised explosive device (IED), according to the bomb disposal squad.
The injured have been shifted to the Lady Reading Hospital.  This is the second attack on a police van in the last three days.
Peshawar has seen incidents of violence in the recent past. On August 28, a confrontation between militants and security forces close to the US consulate had paralysed the city in fear. The four terrorists who were being taken to another facility had overpowered their guards and took them hostage after snatching their weapons. The day long hostage drama ended when the militants surrendered to military authorities on Saturday.

US tenders apology on airport incident News Daily

The United States on Thursday tendered a formal apology for the mistreatment meted out to Pakistan’s military delegation at a US airport that led to cancellation of official visit.
Sources in the defence ministry told The Express Tribune that Michelle Flournoy, US Under Secretary of State for Defence called Pakistan’s Secretary Defence Lt Gen (retired) Syed Athar Ali to apologise for the incident that had strained relations between the two countries at military level.
An eight-member high-powered military delegation had cancelled an official trip to the US after authorities there humiliated members of the delegation.
The US security officials detained a brigadier at Washington’s Dulles Airport on a complaint by a passenger who said he did not feel safe sharing the flight with the delegation, reports said.
Lt-Gen (retd) Syed Athar Ali expressed serious concern over the incident and emphasised the need for an institutionalised mechanism where such happenings could be averted.
Ms Flournoy assured the secretary defence that all necessary measures will be institutionalised after mutual consultations to avoid recurrence of any untoward incident in the future

Khairpur Nathan Shah braces for torrents

THATTA: Massive flood tides, surging from Shahdad Kot, are headed towards Khairpur Nathan Shah and another flood torrent through breaches of MNV Drain is raging fast towards Khanpur and the Indus Highway.
Residents of Kharipur Nathan Shah have been asked to evacuate in view of the threat.
The government has decided to make breaches in the Johi Canal. According to reports, floodwaters will reach Johi city before falling into the river.
According to reports, 70 per cent of the city’s population has relocated to safer places.
Raging flood torrents, unleashed from two breaches in the MS protective embankment, have entered Jati city of Thatta District after wreaking havoc in Sujawal on Thursday.
The embankment at Kotri Barrage, which is facing high level floods, had been breached at three points – Jati Ladio road, Chango Minor and Jach Jahan Khan – to divert the flood from Jati city.
According to the irrigation department control room the inflow at Kotri Barrage is 776,800 cusecs while the outflow is 765,800 cusecs. The water level has decreased by some 22,000 cusecs over the past 24 hours at the barrage, while levels are also decreasing in Sajawal city and Manrki embankment in Thatta.
However, a 12-foot breach in Panihari canal has resulted in water entering the city.
Flood waters have inundated more than 40 villages in Jati Tehsil and Cohar Jamali, and 78 villages in Qambar Shahdadkot and Dado, leaving many marooned and desperate for help.
Speaking to Express News, DCO Qambar Shahdadkot said that up till now flash floods have affected 550 villages and more than 200 thousand  acres of land in Dado and Qambar Shahdadkot.
Tarbela Dam has attained its Maximum Conservation Level of 1,550 feet, whereas Mangla Dam is at an elevation of 1,206 feet – 4.00 feet below its Maximum Conservation Level of 1,210 feet.
Meanwhile, water has entered Buddha Talpur after inundating Sujawal city.
The city of Buddha Talpur has already been evacuated following which the criminals groups have started breaking locks and stealing goods from shops. The police is absent in the city and the property of people has become unsafe and insecure.
The flood water that came from Sujawal has reversed its direction after passing through about three kilometres from Buddha Talpur, inundating dozens of poultry farms and dairy farms on the way. The water has started moving towards Dewan City. The management of the Dewan Sugar Mills and Dewan Motors have started building protective embankments to save the plants.

Chaos at Mayo Hospital led to more deaths Daily News

The injured faced lack of ventilators, suffocation in the emergency ward and inexperienced paramedics.
LAHORE: Several lives could have been saved following Wednesday’s suicide blasts in Lahore had sufficient emergency aid been administered at one of Lahore’s largest hospitals, The Express Tribune has learnt.
According to blast survivors and officials at the Mayo Hospital, four injured persons died because automatic ventilators were not available and three succumbed because of a lack of suction pumps. Two more died of suffocation in the emergency ward and many others died because senior doctors, particularly neurosurgeons, were absent.
Attendants of those injured told The Express Tribune that the hospital’s medical superintendents (MS) were 45 minutes late and reached the hospital at 7:40 pm. Instead of issuing directions or encouraging young doctors, they preferred to sit in a separate room, they said.
Hospital sources said that 150 injured people were brought to the emergency ward following the blast at Karbala Gamay Shah.
“Twenty-eight injured died, 65 are being treated and others have been discharged,” said additional medical superintendent Abdul Majeed. “Two injured are in a critical state.”
Riaz Hussain lost his brother-in-law Waseem who had been critically injured but he had a chance if a ventilator had been provided in time. “A young doctor told me that he can be saved but there were no automatic or manual ventilators in the emergency ward,” Hussain said. “I was crying in the ward’s ICU and calling out to doctors and nurses. One of the doctors did not have a drip to administer to [Waseem] because the hospital’s pharmacists weren’t present.”
Mayo Hospital’s emergency ward was manned by six junior doctors when blast victims were brought in. It has one hundred beds and also caters to patients with skin diseases.
“An unidentified 17-year-old injured also died because he couldn’t get a ventilator,” said Khadim Hussain, who sat with his injured wife and a baby.
Hussain said that nurses were asking each other for ventilators but could not get enough to save critical patients. “At 8 pm, nurses had only four manual ventilators, which were insufficient to tackle the number of injured people in need. The nurses were not even trained to operate the manual ventilators,” he said.
Zainab Bibi lost her son because he wasn’t provided a suction pump in time. “Ball bearing from the bombs penetrated into his chest and intestines.
There was only one suction pump in the ICU, which was already in use. When the doctor brought it for my son, he had already passed away,” she said.
Survivor Zaigham Ali believed that nurses got flustered when they saw such a large number of patients and could not perform.
“I couldn’t understand their attitude: were they just untrained or deliberately avoiding blood spots on their crisp white dresses,” he said.
Another survivor Sajjad Hussain said that an injured man and a woman died of suffocation in the hospital’s emergency ward. “The six fans in the ward were off and I repeatedly asked doctors and nurses to switch them on.
But they all said that fans were out of order. Only 10 stands were available and attendants of the injured had to carry bottles in their hands,” he said.
Young doctors with little experience said that they had needed guidance to handle the situation but could not get in touch with senior doctors.
Dr Fakhir, a young doctor from Mayo Hospital, confronted King Edward Medical University’s Vice Chancellor Dr Zafrullah Khan and told him that young doctors needed help from senior doctors, particularly neurosurgeons, at times like these.
But Dr Khan said that if the senior doctors’ cell phones were off, younger doctors should have dealt with the injured using their own approach.
When contacted, Punjab health secretary Fawad Hassan Fawad said that no country could treat blast victims properly.
However, MS Dr Zahid Pervaiz claimed that the hospital’s emergency services were excellent and rubbished reports that he wasn’t present when needed.
“I was in [the] emergency [ward] since the first ambulance reached,” he said, blaming media reporters for crowding the ward and causing suffocation.
But a woman doctor, on condition of anonymity, said that Dr Pervaiz had hardly visited the emergency ward or any department of the hospital.
“He cannot understand the problems of the emergency ward because he usually relies on reports which are prepared in an air-conditioned room,” she said.

More Indian fishermen leave for home Daily News

KARACHI: One hundred more detained Indian fishermen were released from Malir Jail, Karachi, on Thursday, following the directives of the Sindh government.
The released fishermen hail from various areas of India, including Gujarat and Uttar Pardesh. They have spent up to three years in Pakistani prisons and were arrested at different occasions under the charges of violating sea territories.
“I am very happy that I have finally been released and will see my parents who have been waiting for me,” Jaidev, 30, told reporters before leaving for the Wagah border.
Released fisherman Baboo had heard stories of fishermen’s arrests and tried to be careful. “I had heard that fishermen’s boats are seized and they are put in jails. We were most careful. I can’t understand how we were caught and put in jail,” he said.
Once back, the fishermen plan to put the nightmare of the arrest behind them and continue working.
“I will continue to work [as a fisherman] because this is what we have learnt from our forefathers. We do not have an alternative source of income,” Partab says.
Indian response
A number of Pakistani fishermen have been detained by the Indian border force but India is yet to reciprocate, says Pakistan Fisherfolk Forum’s (PFF) general secretary Saeed Baloch who received the released fishermen outside the jail.
“For the first time the Pakistani government has ordered the release of all 442 Indian fishermen in Pakistani jails. But there is no positive response from the other side,” he said, urging the Indian government to release Pakistani fishermen immediately so that they could be home in time for Eidul Fitr.
According to the Pakistan Institute of Labour Education and Research (PILER), 158 Pakistani fishermen are imprisoned in India as reported in a list by the Indian government.
Remaining fishermen
This was the second batch of Indian fishermen to be released and another 242 will be released in batches on September 4 and September 6 respectively.
“We have completed the process for release of the detained fishermen,” said PFF spokesperson Sami Memon. “Around 101 will be freed on September 4 and 141 will be released on September 6.” However, Memon said, 16 prisoners were yet to be released due to incomplete documentation.

Police given 4 more days to arrest absconders Daily News

ISLAMABAD: The Supreme Court on Thursday extended till September 6th the deadline for the arrest of four absconding policemen said to be involved in the lynching of two brothers in Sialkot last month.
During the hearing of the case, of which the apex court had earlier taken suo motu notice, Advocate General Punjab Khawaja Harris informed a three-member bench, headed by the Chief Justice Iftikhar Muhammad Chaudhry and comprising Justice Ghulam Rabbani and Justice Khalilur Rehman Ramday, that the names of police absconders have been put on the Exit Control List (ECL).
However, he said, it appears that some influential high-ups in the police are protecting the absconders. The new District Police Officer (DPO) Sialkot, Bilal Siddique, informed the bench that he is facing difficulty arresting the wanted policemen, adding that some black sheep in the police always tip off the absconders, which include SHO Rana Ilyas. The DPO said, however, that he had requested the RPO for a change of staff at the Saddar police station. The new staff, the DPO told the bench, was requested to consist of policemen that had previously not been posted to the area.
He assured the bench that SHO Rana Ilyas would soon be arrested, just like his predecessor, the previous DPO, was.
The chief justice, however, expressed dissatisfaction with the replies. He noted with displeasure that the incident had occurred on August 15, and the accused had not been arrested despite the passage of close to three weeks. “If the SHO is in Pakistan, why has he not been arrested yet?” questioned the chief justice.
Khawaja Harris, in an attempt to assuage the chief justice’s displeasure, informed the bench that the investigation of the murder case of Bilal, which is linked to the lynching incident, has also been handed over to the Mushtaq Sukhira’s team.
Later, District Police Officer Bilal Siddique requested the bench to give them one week to complete their investigation and to arrest the four absconding policemen. However, the chief justice gave him four days – and asked for them to be produced on the next date of hearing, September 6.

Sohail Butt eluded NAB for eight years

NAB got solid information about Sohail’s whereabouts and arrested him when he was travelling back home after attending a funeral.
LAHORE: Sohail Zia Butt, the brother-in-law of PML-N chief Nawaz Sharif, is not only a proclaimed offender in a case of financial embezzlement involving Rs230 million, but has also been found to be a defaulter of Rs10.28 million of the Punjab Cooperative Board of Liquidation (PCBL), it emerged during investigation by The Express Tribune.
The outstanding loan includes a principal amount of Rs6.7 million, mark-up of Rs3.2 million up to August 1993, and liquidation expenses of Rs335,000 claimed by the PCBL, official documents show.
Umar Zia Butt, the son of Sohail, however said there is no truth to the case. “The administration has not provided us any reference regarding outstanding loans yet. All the allegations are mere rumours,” he said.
He alleged that the arrest warrants were bogus. “It is a politically-motivated campaign against us,” he asserted.
Investigations by The Express Tribune show that, in 1988, Chaudhry Abdul Majid, executive director of National Industrial Cooperative Finance Corporation (NICFC), along with five other directors proposed the purchase of a property known as Ahmad Mansion, 49-A, The Mall, Lahore, in the name of the corporation.
The matter was referred to legal adviser of the corporation who opposed the purchase. While ignoring the legal opinion, Sohail Zia Butt and Chaudhry Majid signed an agreement. Butt was made a 50 per cent partner to the profit to be made after the purchase of the property.
Though there was no  investment by him, the profit was to be a reward to Butt as he would get the Ahmad Mansion vacated from the unauthorised occupants and hand over the building to NICFC. Zia was paid Rs2 million in September 1991 for this unauthorised job.
NICFC purchased 85 per cent portion of the building from 18 vendors. The remaining 15 per cent share of the property was in illegal possession of trespassers, though owned by one Sadat Ali Khan.
In November 1989, Awais Zia Butt, brother of Sohail Butt, entered into an agreement with Sadat for the purchase of the remaining 15 per cent portion for Rs3.2 million. In connivance with the board of directors, Awais sold this portion to NICFC for Rs6.5 million without completion of the sale deed. In this deal, Awais illegally pocketed Rs3.3 million.
The NICFC later went bankrupt and the Punjab government introduced the Punjab Undesirable Cooperative Societies Act 1993. All the properties were shifted to the PCBL for recovery and sale of confiscated properties to compensate the affected families.
On the request of affected persons and families, a reference No.31/2001 under section 18(G) and 24(B) of the National Accountability Bureau (NAB) Ordinance was filed against five members of the board of directors of NICFC, namely Ch Tajamal Hussain, Ch Abdul Majeed, Mehr Khuda Dad Lak, Muhammad Munir, Ghulam Rasool, as well as Sohail Zia Butt and his brother Awais. The two brothers were not part of the board of directors.
After thorough investigation regarding the loss to NICFC through fraud and embezzlement of funds, then chairman of NAB Lt-Gen Khalid Maqbool on August 7, 2001, sent the reference to court for trial in accordance with the law. During the trial, Ch Tajamal, Mehr Khuda Dad Khan and Awais Zia Butt entered into plea-bargain and were exonerated.
The court convicted Majid for three years with a Rs10 million fine. Munir and Ghulam Rasool were convicted for one year and fined Rs1 million each.
In August 2002, Sohail Zia Butt, who did not join the investigation, was declared a proclaimed offender. He was awarded a three-year jail term under section 31-A of the NAB Ordinance.
The accused was abroad and could not be arrested by the NAB authorities on the court conviction orders. He returned to the country a few years ago, and the NAB has since been trying to trace him in a bid to execute his arrest warrants issued by the NAB court.
On Wednesday, NAB got solid information about Sohail’s whereabouts and arrested him when he was travelling back home after attending a funeral. Sohail was shifted to Chamba House immediately for production in court.
Talking to The Express Tribune, an official claimed that he was provided all facilities, including a mobile phone to talk to the family and his counsel about the case. The authorities also allowed his son Umer Zia Butt to meet him in custody, he added.In addition to the Ahmed Mansion scam, Sohail procured a Rs6.7 million loan from NICFC before its dissolution which was not yet paid. When the assets of the defunct NICFC were handed over to the PCBL to disburse the claims of the affected families, it also emerged that an outstanding loan of Rs6.7 million was unpaid by Sohail Zia Butt.
The PCBL served recovery notices of outstanding sums of Rs10.28 million (Rs6.7 million principal amount, Rs3.2 million mark-up, Rs335,000 liquidation expenses) under section 7 of the Punjab Undesirable Cooperative Societies Act 1993 for payment.
Sources said Sohail did not bother to pay a single penny and even did not make any effort to settle the issue with the board despite several requests.
Now the PCBL as legal successor to NICFC has supplied the relevant documents to NAB for the recovery of this outstanding amount.
The likely recovered amount would be paid to the affected families, a PCBL official told The Express Tribune.

ISLAMABAD: The National Assembly opened an opposition-requisitioned session on Thursday to discuss the government’s handling of the worst flooding in the country’s history, but rapidly unfolding political developments immediately shifted the focus, forcing MPs to defer the key debate.
At the heart of the proceedings was a recent statement by Muttahida Qaumi Movement (MQM) chief Altaf Hussain, urging ‘patriotic’ military generals to come up with a martial law-style action against ‘corrupt and feudal-minded’ politicians.
And again it was the Pakistan Muslim League-N (PML-N) that moved ahead to snub the statement with its top leader in the house calling it the ‘assertion that has shaken the democratic foundations of Pakistan’.
But just when leader of the opposition in the National Assembly Chaudhry Nisar Ali Khan termed the statement a ‘threat to democracy and the country’, surprisingly silent was the entire hierarchy of the ruling Pakistan Peoples Party (PPP).
The PML-N is the only group that has taken upon itself to censure Altaf Hussain’s assertion and has more than once vowed to block if there is any ‘discreet’ plan to topple the democracy by anyone.
“We have all been shouldering  dictatorships in the past… but the political leadership has now matured. We have promised not to shoulder generals anymore,” Nisar said, referring to a Charter of Democracy (CoD) his party and the PPP signed in London back in 2006.
The landmark agreement called for resisting temptations to support the country’s ‘power-hungry’ military to seek instant political gains.
Many observers interpreted as ‘one big indication’ of a ‘clandestine’ plan by the military to install a national government of all political parties and technocrats when Altaf called for the martial law-like action. But, Nisar said, enough is enough.
“We are ready to recognise MQM at a political pitch… but if the pitch is such that is a threat for the country… I swear to God, we will never remain silent,” he said, making his party’s intention clear.
Then emerged MQM parliamentary leader Dr Farooq Sattar with what appeared to be a defense-cum-explanation of Altaf’s statement. “Extraordinary circumstances demand matching actions… that’s what Quaid-e-Tehreek meant when he called for a martial law-like endeavor,” Sattar remarked, without exhibiting any sign of regret over the statement being widely criticised.
The house spared some time to pay homage to Justice (Retd) Abdul Razzaq Thahim, the former federal minister for local government, who passed away on Wednesday.
The house is likely to take up the flood debate when it resumes proceedings on Friday morning.
Meanwhile, an opposition parliamentarian accused individuals in the federal and Punjab provincial governments of ‘patronising’ sectarian organisations to secure their political support, resonating allegations seen an apparent hurdle in Pakistan battle against such outfits.
Speaking on a point of order in the National Assembly, Shaikh Waqas Akram of Pakistan Muslim League-Q alleged that ‘political connections’ of Deobandi jihadis often give them a ‘lease of life’.
Waqas hails from Jhang district in central Punjab that is considered to be the birth place and stronghold of Sipah-i-Sahaba Pakistan (SSP), an outfit with a declared anti-Shia agenda.
Lashkar-e-Jhangvi (LeJ), a group that claimed responsibility for the triple suicide bombing at a Shia procession in Lahore on Wednesday, is an offshoot of the SSP and reportedly has very strong al-Qaeda links.
Akram, who is known for his hard-hitting speeches against the group, blamed the Punjab government for secretly releasing all SSP activists picked up after the suicide attack at the Data Darbar shrine in Lahore earlier in the year.
He mentioned four terrorists from Jhang — Hafiz Khalid, Yousaf Farooqi, Mohavia Kurd and Hafiz Bilal — who were detained immediately after the shrine bombing but some top politicians secured their release immediately.
“The latest attack in Lahore could have been averted, had the terrorists not been released,” Shaikh said of what he called an ‘unholy’ nexus between Deobandi jihadis and politicians.
Though Waqas didn’t mention anybody in the government having links with terror outfits, there have been reports in the past that some federal and provincial ministers had close connections with them.
The most convincing of evidences were against the Punjab Law Minister Rana Sanaullah who was once caught by television cameras, leading an election rally with SSP chief Maulana Muhammad Ahmed Ludhianvi in Jhang district. Rana has so far resisted several calls for his resignation.
Earlier, Waqas’ party colleague MNA Riaz Pirzada blasted what he called a failure of Pakistan’s ‘institutions’ to protect Shias.
Pirzada’s speech was followed by a walk-out by members from the PML-Q and MQM. Prominent MQM leader Haider Abbas Rizvi also urged the government to move against the sectarian jihadis “before it’s too late”.

News Investigation team rules out LeJ’s involvement Pakistan News

LAHORE: The Punjab government has ruled out the involvement of banned militant outfit Lashkar-e-Jhangvi Al-Alami’s in Wednesday’s blasts, officials told The Express Tribune.
“Lashkar-e-Jhangvi (LeJ) has only claimed responsibility in an attempt to keep itself in the eye of the media,” said SP Umer Virk from the Crime Investigation Agency (CIA). “LeJ’s leadership and main men have either been killed or are in jails.”
The provincial government has constituted a two-member committee, comprising the SSP investigation and SP CIA, to investigate the suicide attacks that killed 37 people and injured 250. According to Mayo Hospital’s management 27 bodies have been identified.
Virk said that one attacker was 22 years old and seemed to hail from Afghanistan, while the other one might be from South Punjab.
He said that they have been drawing a long-term strategy against extremism and that the police was likely to launch a big operation against militants within the next 24 to 48 hours.
Sources in the police  department told The Express Tribune that police officials were not clear about how to deal with the Sipah-e-Sahaba or the LeJ because they have yet to form a strategy against these outfits. Sources said that there is chaos in the police department because of a lack of a solid policy or plan.
When contacted, DIG Operations Lahore Rao Sardar Ali Khan admitted that the police does not have a
counter-strategy but he said that they would launch a proper operation against militants.
SP investigations of the city division Ejaz Shafi Dogar told The Express Tribune that these outfits did not have an organised structure or a base camp anywhere. “Young suicide attackers are like misguided missiles and do not have any philosophy or a roadmap before them,” he said, adding that police had its work cut out when it came to eliminating militancy from the society.
SP operations of the city division Faisal Gulzar said that he could not divulge the police’s strategy against militancy or banned outfits but said that stern action would be taken against banned organisations immediately.
The blasts took place in Lahore on Wednesday, when three suicide bombers targeted a mourning procession to mark the martyrdom anniversary of Hazrat Ali (RA). Thousands of mourners were opening their fast near Karbala Gamay Shah. The blasts, two of which the police confirmed were suicide attacks, took place in a span of 20 minutes despite what appeared to be tight police security.
A public holiday was announced in the city, DCO Sajjad Bhutta said. A congregational funeral was held at Nasir Bagh amid tight security arrangements for nine people who were killed in the attacks. The prayers were led by Agha Haider Ali Mousavi.
Almost all parts of the city, particularly the area near Lower Mall, remained deserted on Thursday. The Traders Alliance and the Shia Action Committee have announced a three-day mourning.
EDO Health Lahore Dr Khalid Ranjha said that wounded people were taken to the Ganga Ram, Mayo and Civil Service hospitals. Most were given first aid and sent home, while 127 were still under treatment. Many were shifted to other wards. Seventy-seven people are still under treatment in Mayo, 32 in Ganga Ram, four in General Hospital and 14 in Services Hospital.

Clash over Rs30 loan leaves three dead

A clash between two communities on a Rs30 loan left three brothers dead in Hyderabad on Sunday.
The quarrel erupted in Gulshan-e-Khair Muhammad between the Chang and Pakhtun communities.
Armed men from the Chang community opened fire on the Pakhtun community, which resulted in the death of three brothers on the spot and leaving one injured.
The bodies and the injured were shifted to the Hyderabad civil hospital. Agitated people blocked Fateh square and pelted stones at passing vehicles.
The police reached the scene and the situation remained tense, as residents of the locality said the culprits were hiding in their house and the police were trying to arrest them.

India releases water into Sutlej

PUNJAB: The flood torrent released by India in river Sutlej is heading towards Head Islam via Head Sulemanki and Head Ganda Singh.
The water level is continuously increasing at Head Islam in Vehari, and many areas near river Sutlej have been completely submerged.
Currently about 30,000 cusecs of water is flowing at Head Islam. The flood in river Sutlej has already destroyed crops at thousands of acres of land.
